Ghost ? moving about on derelict Victorian pier head Herne Bay Kent UK
The only think I can think of is that it is a homeless man. The pier is completely cut off from the land and there are no boats docked. Several sightings of this "phantom" have occurred over the years.
Not necessarily a homeless man--if he lives there, he has a home! :) Though whoever it is, they could have a home elsewhere, and just hang out at the pier every now and then. The distance to the shore appears to be only a few hundred feet at most, and many people could swim it easily, or use a boat that's small enough not to be visible in this video, or which might be light enough to pull up onto the pier so as not to lose it.
